  1. Purpose

o This policy is in response to Colorado HB22-1049.

  1. Scope

o This policy applies to all current and former students, with the exception of foreign students as defined in C.R.S. 23-1-113.5, who have an outstanding debt for tuition, room and board, or other financial aid funds due to the school and who request transcripts, diplomas, or certificates. This policy also sets forth the instances in which a student may have a registration hold. 

  1. Policy

  1. Individuals may be subject to a transcript, diploma, or certificate hold when such individual owes certain debts to the School for tuition, room and board fees, or financial aid funds. Individuals will be subject to such a hold when the student has a past due balance at the time of completion of the program/course. If an individual is subject to such a hold, their transcripts, diplomas, or certificates will not be released unless an exemption applies as outlined in section 2 of this policy.

  1. Exemptions are given to those who can show proof that the transcript/diploma/certificate request is necessary for any of the following reasons.

  1. Job application

  1. Transfer to another postsecondary institution

  1. Apply for state, federal, or institutional financial aid

  1. Seek opportunities in the military or National Guard

  1. Seek other postsecondary opportunities

  1. Process and Procedure For Exemptions: Upon the request for a transcript/diploma/certificate and submission of documentation to support the claimed exemption, the School shall review the request and make a determination as to the existence or nonexistence of an exemption in accordance with what is established in section 2, above. If it is found that the individual enjoys the exemption, the School shall release the requested transcript/diploma/certificate. Should the School find that the individual does not meet the criteria for the exemption, it shall furnish the individual with the written reasons for denial of the request within seven business days.

  1. Registration Holds: Individuals shall be prohibited from registering or enrolling for courses/classes if there is a past due balance with the school.

  1. Payment plans are available for outstanding debts. Should one wishes to establish a payment plan to settle a debt owed to the School, contact: education@lashandcompany.com

6.In the case of complaints filed on HB22-1049, these may be lodged with the Colorado Student Loan Ombudsperson at CSLSA@coag.gov.
